Added: Sep 17, 2010 10:29 am Modified: Sep 20, 2010 9:56 amTrack Changes The Department of Veterans Affairs intends to negotiate sole source commercial item procurement Dan Potter LMS Phase II Transition, all of the VISN and Facility based educational offerings currently accessed outside of the-LMS framework have to be adapted for access through the LMS system. This requires assuring that all offerings not only 1) meet rigorous 508 compliance standards, but also that they are 2) appropriately coded and restructured using a highly complex software taxonomy that requires extensive technical knowledge, 3)the user groups are appropriately identified and coded and the 4)educational content is current and relevant to the target audience. The period of performance shall be for (1) one base year. This proposed contract action is for supplies or services for which the government intends to solicit and negotiate with only one source under the authority of FAR 6.302(b)(1)(i). This notice of intent is not a request for competitive quotes. However, interested parties may identify their interest and capability to respond to the requirement and submit quotations no later than 4:00 EST, September 22, 2010 EST to: Nakaura.yusuf@va.gov or Fax: 757-728-3132. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.

Added: Sep 17, 2010 10:29 am Sources Sought only. This Sources Sought Notice is not a request for formal proposals or quotes. No formal solicitation document exists at this time. The VAMC Hampton is currently has the need for a contractor to support the fulfillment of both existing and newly expanded responsibilities related to the National LMS Phase II Transition as well as Core Competencies/Mandatory Training requirements related to LMS assignments and functionality. Contractor must have experience with both the Human Resources (HR) and Education & Training functions in VHA. This synopsis is for information and planning purposes only and is not to be construed as a commitment by the Government.
