About this opportunity

The Defense Logistics Agency Aviation is seeking to procure a Flutter Dampener device (NSN: 1650-01-008-0686) used in aircraft rudder control systems. The solicitation (SPRTA1-25-Q-0091) requires suppliers to have Boeing Rights Guard certification for accessing technical data and includes First Article Testing requirements for two units. Contractors must submit a detailed quote addressing technical specifications and compliance requirements, with award primarily based on price, where technical factors are significantly less important than cost. The solicitation was issued on January 24, 2025, with responses due by March 10, 2025. Potential offerors must carefully review the comprehensive requirements, including material certification, packaging specifications, and WAWF payment instructions.

This procurement is a total small business set-aside under NAICS 336413 with a size standard of 1,250 employees. The contract calls for the delivery of 5 units, with a potential range of 2-11 units, and requires delivery by February 27, 2026. Contractors must navigate specific technical data access protocols, which involve submitting a request to the Contracting Officer with a signed certification agreement. The procurement appears to be focused on obtaining specialized aircraft parts with strict technical and compliance requirements. While specific award value is not explicitly stated, the solicitation suggests a procurement that falls within the simplified acquisition threshold, indicating a relatively modest contract value for this specialized aircraft component.
