Update #3 · Latest ·

The following information is provided to clarify the information published in the FedBizOpps announcement. In addition to ingesting the data formats listed previously, opening and rendering the formats must be done through the native software end-user/client side interface and easily reloaded so as to not repeat the same process for each session. Additional model and geographical feature formats include Keyhole Markup Language (KML/KMZ) and Geography Markup Language (GML). An additional hardware platform that must run the software includes Panasonic CF-52. Capability to scale up and down to more or less capable hardware currently fielded is also required. Network capability allowing collaboration, data updating, and other interfacing must be a simple setup for end-users and require no additional logistical or information technology support. Collaborative capability shall enable data sharing across various network architectures. The software shall have capabilities to calculate analysis such as terrain slope, visibility/view shed, and route profiles based upon run-time available information from terrain features, weather and elevation. The commercial Indefinite Delivery Indefinite Quantity (IDIQ) contract plus ordering period of four years is anticipated, and in accordance with FAR 16.504 multiple awards may result from this solicitation. The anticipated date for availability of the solicitation is August 16, 2010. The sole source authority is removed, and in accordance with FAR 19.502-2(b) this requirement is set aside for small businesses.

Update #2 ·

The following information is being published as a FedBizOpps amendment to clarify synopsis of 21 June 2010. Potential solutions need to demonstrate off-the-shelf functionality that includes ability to input data (Terrain, Vector and Model) at the SOF end-user level (Minimal IT training and support) and must be enabled in a simple one-touch fashion. The software shall directly render/natively ingest NGA source data formats without the requirement of conversion or caching. At a minimum, the following formats shall be natively ingested by a SOF end-user, Georeferenced Tagged Image File Format (GEOTIFF), Multiresolution Seamless Image Database (MrSID), Controlled Image Base (CIB) and other National Imagery Transmission Format (NITF)/Raster Product (RPF) formats, Digital Terrain Elevation Data (DTED), ARC Raster Graphics Formats (CADRG/ECRG), Television Infrared Observation Satellite (TIROS), Enhanced Compressed Wavelet (ECW) and GeoPDF Formats. Native ingestion is defined as local data input into the client database with no need to connect to a server. The software system shall be required to ingest and render interior and exterior buildings across a variety of model formats including AutoCAD, Open Flight or other Open Scene Graph compatible formats. The software shall be usable on existing SOF Personal Laptop or Mobile Computer Platforms such as Dell M4400 or equivalent. The software shall not require reachback, hardware or network connectivity for licensing, installation, or usage. The Government anticipates award of an IDIQ contract and the first Delivery Order will be Firm Fixed Price software licenses for executable software to be delivered within one month for immediate operational fielding to the SOF users. It is anticipated that this requirement will be awarded noncompetitively to small business Geoweb3D Inc. and is not a competitive small business set aside. However, interested companies may contact Mrs. Patricia Wells at (757) 878-0104 to schedule a software demonstration for the Government.

Update #1 ·

The Aviation Integration Directorate (AID) of the US Army Aviation and Missile Command (AMCOM) proposes to procure for the Special Operations Mission Planning Office (SOMPO), technical and programmatic requirements for the next generation 3D Mapping Engine, an Integrated Software Suite of Mission Planning and Execution Tools for time critical command and control of globally distributed Special Operations Forces (SOF). The SOF requires software tools that support rapid and accurate mission planning across ground, aviation, and maritime operational domains. Current 3D mapping software applications require significant lead time (24 hours to weeks), and technical expertise to stand-up or update a particular 3D database. Current database can require a myriad of data sources (e.g. NGA, Google Earth, Microsoft Mapping products, etc.) in order to provide an accurate spatial representation of an area of interest. The 3D databases are unique in the data can be ingested for updates or adding disconnected data for individual assets that may be time sensitive. As SOF continues to prosecute more Time Sensitive Targets, available time and resources, such as bandwidth, for creating an accurate 3D visual picture diminish. Therefore, inputting data at the SOF end-user level must be enabled in a simple one-touch fashion. The Contractor shall provide software, software licenses and software services to establish, develop, and support the Special Operations Mission Planning Environment (SOMPE) 3-Dimension (3D) Mapping Engine. Market research has indicated that one manufacturer can meet this requirement. As the previous developer this will be a sole source procurement to Geoweb3D Inc., 3829 Brady Hill Road, Binghamton, NY 13903-6324, Cage Code 5C4T9. The authority to use other than full and open competition is FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. One single commercial Indefinite Delivery Indefinite Quantity (IDIQ) contract, plus ordering period of four years is anticipated. As specified by separate task order(s), the Contractor shall provide software development services to enhance the overall functionality and usability. This procurement will be solicited, evaluated, and awarded using FAR Part 12 and 15 procedures. Not sooner than 15 days following this publication in FedBizOps, the Request for Proposal (RFP) W91215-10-R-0011 will be issued. The anticipated date of availability of the solicitation is July 13, 2010. The North American Industry Classification System (NAICS) code applicable to this procurement is 541512. Awardee will be required to receive and or generate classified information in performing many of the task orders under this contract. Accordingly, the offeror will be required to provide evidence that they possess at least a current SECRET facility clearance and storage capability (including computer facilities) or have the ability to obtain one by time of award. Review of a sample task order proposal will be utilized in the evaluation. The offeror shall submit the Past Performance information two weeks after the solicitation issue date. Questions about this announcement can be submitted in writing to AID, Attn CCAM-RDI, Ms. Pattie Wells, Building 401 Lee Boulevard, Fort Eustis, VA 23604-5577, by fax to 757-878-6159, or via email to patricia.k.wells(at symbol)us.army.mil. All responsible sources may submit a proposal which if received timely, will be considered by the Government. Ms. Wells phone number is 757-878-0104. The Contracting Officer is Ms. Hilda Fowler and may be reached at 757-878-2559.
