About this opportunity

The National Institutes of Health (NIH) is seeking a web-based cost estimating software platform with yearly licensing capabilities for facility repairs and maintenance cost management. The solicitation requires a comprehensive software solution that supports detailed cost breakdowns for facility repairs, engineering services, preventative maintenance tasks, square footage-based estimations, and lifecycle cost analysis. The procurement will follow a Lowest Price Technically Acceptable (LPTA) methodology, with proposals due by December 23, 2024, and questions accepted until December 18, 2024. Interested vendors must submit proposals to amanda.tilton@nih.gov, with the solicitation being full and open to all responsible businesses. The software must provide robust functionality for construction cost estimation, including detailed pricing data for construction activities, materials, and labor costs.

The contract opportunity is not set aside for any specific business category, though small businesses are welcome to submit proposals under NAICS code 513210 for Software Publishers. The period of performance is one year, spanning from January 7, 2025, to January 6, 2026, with the delivery location specified as the NIH Bethesda Campus at 9000 Rockville Pike, Bethesda, MD 20892. While RS Means software was referenced in discussions, the NIH is open to proposals from multiple software vendors who can meet the functional requirements. The solicitation indicates that the agency currently does not have an existing software licensing or subscription in place, suggesting this is a new procurement to fulfill their cost estimation needs. The procurement will be conducted as a Request for Quote (RFQ) under FAR subpart 12.6 for commercial products and services.
