About this opportunity
The Department of the Navy Naval Supply Systems Command is seeking to procure 14 units of a specific flight critical controller (NSN 7R-6610-016060380-KB) with technical data package version 001. This pre-solicitation notice indicates a complex procurement process that requires potential vendors to have pre-approved government source status for the item. Interested contractors must submit detailed source approval information from the NAVSUP Weapon Systems Support (NAVSUP WSS) Source Approval Information Brochures, which will be used to evaluate their capability to produce the item. The government intends to solicit and negotiate with sources under FAR 6.302-1, allowing vendors to express interest and submit proposals within 45 days of the notice's publication. Proposals will be evaluated based on technical data submissions, previous production experience, and compliance with source approval requirements.
The pre-solicitation notice does not specify a set-aside designation and does not indicate a specific award value or budget range. Delivery is specified as FOB Origin, and the procurement is for a highly specialized flight instrument component that cannot be easily reverse engineered. The technical complexity of the item means that only sources previously approved by the government will be seriously considered. If a vendor's source approval request cannot be processed in time, the government may still proceed with award based on fleet support needs. The quantity is fixed at 14 units, with a current delivery timeline extending to March 25, 2025. Interested parties must carefully review and comply with all submission requirements, as incomplete proposals will not be considered for award.
