The project consists of the installation of continuous water monitoring equipment for the two transmission mains that supply potable water to MAFB. One location will be in the lower level of Building 152. The second location is the transmission main near 3rd Avenue South and will require the construction of a modular, pre-fabricated steel structure on a concrete slab with new electrical service, heating, and ventilation.


Both sites will monitor residual disinfectant as total chlorine, conductivity, pH, turbidity, temperature, nitrate, free ammonia and monochloramine. Each location will require connection to the existing water transmission main, analyzer panels, drainage for the analyzer waste stream, SCADA panels, and the ability to communicate with the existing SCADA network. Building 152 contains a master Terminal Unit (MTU) which will be modified to accept the signals from the new analyzers in the building as well as a signal from the remote monitoring building at the 3rd Avenue South transmission main. A new fiber optic line will be required between the 3rd Ave South remote location and Bldg 3080 communications room. A second fiber optic line will be required between Bldg 152 and Bldg 145 communications room.


The Request for Proposal will be available on or about 28 April 2016. The Request for Proposal will close on or about 30 May 2016. The Performance Period for this project is one hundred and forty (140) calendar days after receiving the Notice to Proceed. The Notice to Proceed will be issued within 10 days after award of the solicitation. This acquisition is open only to small businesses. The Request for Proposal will be available by Electronic Transmission only at: http://www.fbo.gov. Potential contractors must be currently registered in the System for Award Management to be eligible for award. (See Internet Site: https://www.sam.gov/ ). All responsible sources must submit an offer good through 31 January 2017, which shall be considered by the agency. The magnitude of this project is between $500,000.00 and $1,000,000.00
