Update #4 · Latest ·

The Naval Air Systems Command (NAVAIR), Patuxent River, MD anticipates awarding Northrop Grumman Systems Corporation (NGC) a Cost Plus Fixed Fee contract for continued CONUS and OCONUS operations and maintenance support of the Broad Area Maritime Surveillance Demonstrator (BAMS-D) Unmanned Aircraft System (UAS). This contract will also provide for Repair of Repairables (RoR) and a Service Life Extension Program (SLEP).

The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirement. NGC is the sole designer, developer, and integrator of the BAMS-D UAS. Accordingly, it is the only contractor with the requisite personnel, technical knowledge, expertise, and technical data to provide the required services. Without this requisite knowledge and technical expertise the Navy would be unable to operate BAMS-D in theatre to provide support to deployed forces.

THIS IS NOT A REQUEST FOR PROPOSAL. No contract will be awarded on the basis of offers received in response to this notice. All inquiries and concerns must be addressed to the Contract Specialist, Mr. Jacob Leitch at Jacob.Leitch@navy.mil or call 301-757-9711. Responses to this notice must be submitted by 18 August 2014. For subcontracting opportunities, please contact Mr. Ron Komar at Ronald.Komar@ngc.com or call 858-705-5068. A determination not to compete this requirement is within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in a future competition.
