Update #1 ·
The U.S. Army Corps of Engineers, New England District will be issuing an Invitation for Bids for the Pine Shelter Parking Lot Replacement in Middlebury, CT. This project will be advertised as a regular Small Business Set-Aside contract, no subcategory, using an Invitation for Bid (IFB) procurement. The NAICS code for this procurement is 237310. The estimated construction cost is between $100,000.00 and $500,000.00. Any responsible source meeting this standard may submit a bid to be considered by the New England District.
The work will require the removal of the existing 4" compacted road millings and 4" of the existing base of the parking lot and replacing with new base course material and a new bituminous concrete pavement system, which is approximately 4,000 square yards. Work shall include the parking lot and driveway up to the main road. Finished surface slopes and drainage patterns shall be similar to existing conditions. Construction work shall not be permitted from 01 December 2017 through 15 April 2017.
The Government anticipates including a definitive responsibility criterion in the solicitation. By close of business on the bid opening, the apparent low bidder will be required to furnish documentation that demonstrates that the prime contractor or subcontractor responsible for the pavement system construction has completed two projects within the past five years that have included pavement reclaiming, or excavation and installation of asphalt pavement for areas larger than or equal to 2,000 square yards.
This is not an invitation for bids at this time. The solicitation requirements and contract documents to include instructions for submission and the response date will be available on or about November 7, 2017 and will be available for downloading by accessing the Federal Business Opportunities website (http:/www.fbo.gov). Please note this solicitation will be a small business set aside. In order to view this solicitation, prospective contractors are required to self-register their firm with federal Business Opportunities (go to http:/www.fbo.gov and register under Vendor/Citizen). Amendments, if any, to the solicitation will be made available at the http:/www/fbo.gov website. Neither telephonic, mailed nor fax requests will be accepted. Registrants are responsible for the accuracy of the information on the FedBizOps Registration List.
