About this opportunity
The Marine Corps Systems Command seeks information to provide contractor logistics support for the Marine Corps Consolidated Emergency Response System. CERS integrates emergency 911, dispatch, alerting, records management, and other systems across Marine Corps installations. The contractor must maintain hardware and software, interfaces, the Systems Integration Lab, and ensure compliance with cybersecurity standards. Responses to the request for information are due by February 28, 2020 and should address capabilities for maintenance, upgrades, help desk support, and logistics in accordance with the draft performance work statement.
No set-aside will be used. The NAICS code is 541513 and PSC code is D302. The incumbent contractor installed CERS 2.0 and support is required through 2021. Award values were not specified but the contractor must relocate the Systems Integration Lab. The government will consider small business set-aside and received interest from multiple vendors for the potential follow-on contract.
Notice text
Marine Corps Systems Command (MCSC) Portfolio Manager, Supporting Establishment Systems (PfM SES), Quantico, VA is seeking information regarding potential sources and methods to best provide maintenance and sustainment of the Marine Corps Consolidated Emergency Response System (CERS).
The attached draft Contractor Logistics Support (CLS) performance work statement (PWS) (Attachment A) establishes and defines the requirements for a potential vendor to provide continued system maintenance, upgrades from approved Engineering Change Proposals, and system-level logistical support for the previously installed systems and Systems Integration Lab (SIL). Successful maintenance of CERS is dependent upon its effective integration and interface capabilities with both CERS 1.0: Enhanced 911 (E911), and CERS 2.0: integrating Dispatch, Alerting, and Records Management (DAR), as well as Enterprise Land Mobile Radio (E-LMR) and Marine Corps Installations’ respective telecommunications network infrastructure. The draft PWS is subject to change and does not impose on the Government any contractual obligation.
