About this opportunity
The Defense Logistics Agency Aviation is issuing Request for Quotation SPRTA1-26-Q-0204 to procure one new manufactured oxygen concentrator (NSN 1660-01-623-7476 BO) designed to utilize conditioned engine bleed air and electrical power to provide oxygen-enriched air for crewmembers. This equipment falls under the aircraft air conditioning, heating, and pressurizing equipment category and must be manufactured to the specifications of part number 3261093-0701 using aluminum alloy, molecular sieve, and plastic materials. The procurement requires the item to meet higher-level contract quality standards per ISO 9001-2015 with inspection and acceptance occurring at origin, and all offers must remain firm for 180 days. The solicitation is governed by extensive Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), and Defense Counterintelligence and Security Agency (DAFFARS) clauses, including requirements for cybersecurity compliance, supply chain risk management, Buy American Act compliance, and Balance of Payments Program restrictions. Quotations are due by March 6, 2026, with delivery required by March 9, 2026 to DLA Weapons Support at Oklahoma City.
This is not a small business set-aside procurement and is rated as DO: A1 for national defense purposes under Berry Amendment and Defense Priorities and Allocations System (BDSA) regulations. The contract will be awarded on a firm fixed-price basis, supporting Foreign Military Sales case SR-D-SAP with the mark-for destination DSRB00 at ship-to code DSR005. While no specific award value is disclosed in the solicitation, the exemption from synopsization indicates the contract value is expected not to exceed the simplified acquisition threshold. Payment will be processed through the Wide Area Workflow (WAWF) system with electronic invoice submission required, and packaging must comply with MIL-STD-129 and MIL-STD-2073-1 standards with all wooden packaging materials heat-treated and debarked. Inquiries regarding the solicitation should be directed to buyer Michael Hannan at (385) 591-3092.
