About this opportunity

The Department of the Navy Naval Supply Systems Command is seeking to procure three compressor units for repair/modification under NSN 7H-4310-011232454-A3, TDP VER 003. This procurement is structured as a sole source acquisition under FAR 6.302-1 authority because the government does not own the data rights necessary for competitive procurement and has determined it would be uneconomical to purchase these rights or reverse engineer the parts. While the government intends to negotiate with only one source, all responsible sources may submit proposals, quotations, or capability statements within 45 days of the notice publication date of June 28, 2025, with responses due by August 13, 2025. The government will consider all proposals received within this timeframe, though the final determination whether to conduct competitive procurement remains at the government's discretion. Interested parties have 15 days from the notice date to identify their capability to satisfy the requirement with commercial items, though the government is not using FAR Part 12 commercial item policies for this solicitation.

This procurement does not utilize any set-aside designations and is open to all responsible sources. The contract requires delivery FOB origin for a quantity of three units, with the specific timeline for repair/modification services not detailed in the notice. No incumbent contractors or potential award values are identified in the pre-solicitation documentation. The procurement falls under PSC category 4310 for Compressors and Vacuum Pumps and may be subject to Free Trade Agreements and World Trade Organization Government Procurement Agreement requirements depending on which DFARS clauses are included in the final solicitation. The 45-day response window provides interested contractors until mid-August to demonstrate their capabilities, though this timeline may be reduced to 30 days if the award is issued under an existing Basic Ordering Agreement.
