About this opportunity
The Naval Air Warfare Center Aircraft Division (NAWCAD) is seeking to procure a Mass Comparator, Standard Weights, and ancillary items for the Navy Primary Standard Lab (NPSL) through a sole source Firm-Fixed Price (FFP) contract with Mettler Toledo LLC. The solicitation targets a robotic mass comparator designed to automate weight calibration workflows, enabling continuous 24-hour operation and increasing operational efficiency. Interested vendors must be registered in the System for Award Management (SAM) Database and submit proposals by 1 PM EST on April 19, 2025, with a comprehensive technical and pricing response. The evaluation will focus on technical acceptability, price, and the vendor's ability to provide specific Mettler-Toledo models (AX1005, AX106, and XPR6U) that are compatible with existing Navy systems. Vendors must also complete the corporation representation certification regarding tax liability and criminal history, and include detailed information such as FOB, shipping costs, Tax ID, Dun & Bradstreet number, and estimated delivery date.
The procurement is not set aside for any specific business category and will follow Federal Acquisition Regulation (FAR) Part 12 and 13.5 procedures for commercial acquisitions. The contract specifically targets Mettler-Toledo as the original equipment manufacturer, with the procurement focused on mass comparators currently used at the Navy Primary Standards Laboratory in North Island, San Diego, California, and the Marine Corps Calibration Laboratory. The performance period is targeted between May 26, 2025, and July 1, 2025, with the equipment intended to interface with previously installed Mettler systems. Software and hardware compatibility are crucial considerations, as alternative systems would require significant engineering and software development efforts. While no specific award value is mentioned, the solicitation emphasizes the critical nature of the equipment for calibration workflows and the importance of maintaining technological continuity with existing Navy laboratory infrastructure.

Solicitation N00421-25-Q-0114 issued as a combined synopsis/solicitation. The Naval Air Warfare Center Aircraft Division (NAWCAD) intends to award a Firm-Fixed Price (FFP) contract, on a sole source requirement to Mettler Toledo LLC, 1900 Polaris Parkway, Columbus, OH 43240, Cage Code 12021. Specifically, this procurement is for a Mass Comparator, Standard Weights, and ancillary item(s) utilized at the Navy Primary Standard Lab (NPSL).
A robotic mass comparator is used to automate weight calibration workflow as well as for high- throughput weight calibration applications. Automating the time and labor-intensive weight calibration process releases operators to focus on other tasks. Continuous 24-hour operation further increases efficiency and productivity.
Mettler-Toledo LLC is the original equipment manufacturer. The Mettler system interfaces with previously procured and installed Mettler systems. Software and hardware histocompatibility is crucial for this acquisition as the engineering and software development to make a different system compatible with existing hardware and software would be sizable.
