About this opportunity

NASA's Johnson Space Center issued a Justification for an Exception to Fair Opportunity for the Commercial Resupply Services (CRS-2) Contract NNJ16GU21B to award a sole-source order to Northrop Grumman for two Resupply Service Standard Mission Bs scheduled for calendar years 2028 and 2029. The contract encompasses end-to-end commercial cargo resupply services to the International Space Station, including launch and landing site operations, launch vehicles, ISS visiting vehicles, reentry vehicles, and associated cargo disposal and return capabilities. NASA determined that Northrop Grumman is the only CRS-2 provider with the unique capabilities required to meet specific mission demands, particularly the ability to attach via berthing port, deliver large cargo volumes, and provide extended-duration missions with comprehensive waste disposal functionality. The award was made on September 23, 2025, under a firm-fixed price structure with performance spanning from the Authority to Proceed milestone through mission launch and subsequent berthed mission duration; the total estimated price was redacted from the published justification. NASA indicated its intention to provide fair opportunity to other contractors for future missions unless unique capabilities equivalent to Northrop Grumman's are specifically mandated by mission requirements.

Notice text

This justification documents the basis for issuing an order under the Commercial Resupply Services (CRS) 2 Contract NNJ16GU21B using an exception to the Fair Opportunity process. The purpose of the CRS-2 Contract is for resupply cargo services to the International Space Station (ISS), disposal of unneeded cargo, and for return of cargo from the ISS back to NASA. The end-to-end service shall include all activities to provide the resupply services including launch and landing site and associated resources, launch vehicle, ISS visiting vehicle, reentry vehicle, and the manner in which these are architected and implemented by the contractor. NASA requires the cargo services in order to meet the required annual upmass and downmass to support continued ISS operations via three to four flights per year with the cargo deliveries somewhat evenly distributed throughout the year. Cargo includes both NASA cargo and NASA-sponsored cargo.

Awarded contract NNJ16GU21B to unknown vendor for unknown amount on 2025-09-23.
