About this opportunity
The Defense Logistics Agency (DLA) Aviation is conducting a sources sought market research to identify manufacturers capable of producing or legitimately obtaining specific Collins aviation parts listed in an attached Excel workbook containing 116 National Item Identification Numbers (NIINs). The primary objective is to determine potential sources that can manufacture items meeting or exceeding current quality standards through a comprehensive Source Approval Request (SAR) Program. Interested companies must submit a detailed SAR package demonstrating technical capabilities, manufacturing processes, and quality assurance plans by February 13, 2025. The evaluation will focus on a contractor's ability to competently manufacture products equivalent to or better than currently approved items, with technical assessments potentially including site surveys and comprehensive engineering data reviews. Contractors must proactively document their manufacturing competence, with the burden of proof resting on them to demonstrate product equivalence or superiority.
This procurement is designated as an 8(a) Sole Source opportunity, indicating potential set-aside for specific small businesses. While specific contract award values are not disclosed, the sources sought notice suggests a multi-item procurement spanning various aviation components. The SAR review process could take up to 180 days, with technical evaluations conducted by Engineering Support Activities (ESAs) examining detailed manufacturing capabilities. The solicitation covers multiple categories of manufacturing sources, including original equipment manufacturers, similar item producers, and new manufacturers with technical data. The contracting office is located in Richmond, Virginia, with Paul H. Clark serving as the primary contract specialist, and interested parties can submit inquiries or SAR packages via email or postal mail to the specified DLA Aviation SAR Program Office address.
