About this opportunity

The Department of the Navy Naval Supply Systems Command is procuring circuit card assemblies under NSN 7G-5998-016055937 through a pre-solicitation notice that indicates the government's intent to negotiate with only one source under FAR 6.302-1 authority. The procurement involves electrical and electronic assemblies, boards, cards, and associated hardware, with delivery required to two DLA Distribution locations in New Cumberland, PA and Tracy, CA. The government has determined that the rights to use technical data for this part are not government-owned and cannot be purchased or developed, making it uneconomical to reverse engineer. All responsible sources have 45 days from the notice publication date to identify their interest and capability to respond, though this is not a request for competitive proposals and the government retains sole discretion over whether to conduct competitive procurement. Interested parties can access military specifications and standards through ASSIST-Online or contact the DODSSP ASSIST Help Desk, and those offering commercial items must identify their capability within 15 days of the notice.

This opportunity is designated as a Total Small Business set-aside with a response deadline of July 18, 2025, following the original posting date of November 6, 2024. The procurement requires delivery of 7 units (7 EA) of the specified circuit card assembly, with reference number K10048331-502 and technical data package version 004. No incumbent contractors or potential award values are mentioned in the notice, and the government has indicated based on market research that FAR Part 12 commercial item acquisition policies will not be used for this procurement. The timeline allows for a substantial response period of over eight months from the original posting date, suggesting the complexity or specialized nature of the required circuit card assemblies. Delivery locations span both the East and West coasts through the DLA Distribution network, indicating potential national defense applications for these electronic components.
