About this opportunity

The U.S. Department of State, specifically the U.S. Embassy in Praia, Cabo Verde, is seeking a contractor to provide comprehensive cell phone services through a competitive Request for Quotations (RFQ) process. The solicitation (19CV1024Q0005) requires a service provider to deliver mobile telephone services including local and international calls, international roaming, SMS messaging, voice mail, 4G/5G wireless broadband internet access, and 24-hour customer service. The government will use a comparative evaluation method to determine the best value, which involves directly comparing offers against each other rather than using a lowest price technically acceptable approach. Quotations must be electronically submitted to PraiaProcurement@state.gov by January 15, 2025, at 17:00 Praia time, with specific submission requirements including SAM registration, SF-1449, pricing information, representations and certifications, and a Cybersecurity Supply Chain Risk Management questionnaire. Prospective offerors must meet responsibility standards outlined in FAR 9.104 and comply with all solicitation requirements.

The contract will cover a minimum of 245 and maximum of 350 mobile phone service lines, with a base one-year period and two potential one-year option periods. The place of performance is Praia, Cabo Verde, and the service provider must demonstrate 90% local network coverage around the country, with international connectivity to the USA and European countries. No specific set-aside designation is noted for this opportunity, making it open to all qualified vendors. While no incumbent contractor is mentioned, the solicitation requires detailed billing capabilities and a disaster recovery plan. The contractor will need to price services with a separate 15% Value Added Tax (VAT) line item. The procurement falls under the Telecommunications NAICS category (517) and the IT and Telecom Mobile Device Products PSC category (7E21), indicating the technical complexity and specialized nature of the required services.

Dear Prospective Quoter:

Subject: Request for Quotations number 19CV1024Q0005

Enclosed is a Request for Quotations (RFQ) for Cell Phone Services.  If you would like to submit a quotation, follow the instructions in Section 3 of the solicitation, complete the required portions of the attached document, and submit it to the address shown on the Standard Form 1449 that follows this letter.

The U.S. Government intends to award a contract to the responsible offeror representing the best value using comparative evaluation authorized under FAR 13.106-2(b) (3). A comparative evaluation is defined as the act of comparing two or more offers in response to the RFQ. The item-by-item comparison is performed by comparing each offer directly to one another to determine which provides the best value to the Department.

Comparative evaluation is NOT a lowest price technically acceptable (LPTA) or trade-off process. Prospective offers must still meet basic standards for responsibility at FAR 9.104 and solicitation compliance to be eligible for the award. We intend to award a contract based on initial quotations, without holding discussions, although we may hold discussions with companies if there is a need to do so.

Your quotation must be submitted electronically to PraiaProcurement@state.gov no later than January 15th, 2025, 17:00h (Praia time). Use the subject line “Praia - Cell Phone Services - 19CV1024Q0005” in your email response. No quotations will be accepted after the indicated deadline.
