This procurement does not utilize any set-aside designations and is structured as an other than full and open competitive acquisition due to the specialized nature of the optical flow-based analysis requirements. All potential contractors must maintain an active registration in the System for Award Management (SAM) database, and new or updated registrations require submission of an original, signed notarized letter identifying the authorized Entity Administrator. The notice does not specify contract values, quantities, or performance timelines, focusing instead on the specialized technical capabilities required for this optical flow analysis research and development effort.
