Cannon and Eglin LMR Q&A Responses


1. Are there currently any contractors performing the same or similar services as requested at either Cannon or Eglin AFB? If so, would you mind providing the contract numbers?
Yes, Motorola is currently performing these services for Cannon and Eglin AFB under contract FA2517-17-P-9000. This effort is not a consolidation of any contracts.


2. Will consideration be given for setting this requirement aside to Small Business?
The government has performed extensive market research and has explored all possible small business options for this requirement; however, for this instant requirement it is intended to provide continuity of service until a larger contract can be awarded that provides further small business opportunities. Air Force has determined to proceed with a sole source award to Motorola for this requirement as stated in the synopsis. As required per FAR 6.305, the government will post the justification & approval letter within 14 days of contract award.


3. Will the government consider purchasing radios from an alternate vendor?
This requirement is only for LMR trunking O&M services and not for the purchase of radios. When purchasing radios in the future, the government will perform market research to determine what radios meet its requirement.

Amendment  1: Information required per FAR 5.207 was inadvertently left out, but is now detailed in the attached "Synopsis LMR (7 Sep 17)" document. As a result the Closing Response Date has been extended until  22 September 2017 at 1200 MST.

For this effort, the Contractor shall provide all necessary equipment, materials, tools, documentation, manuals, diagnostic and test equipment, vehicles, qualified and certified personnel, transportation, ancillary items, and supervision, except for those items specified as Government Furnished Equipment and services.  The Contractor shall assume complete responsibility for hardware, software, programming, functionality, radio coverage, removal, installation, optimization, testing, and maintenance based on the Association of Public Safety Communications Officials (APCO) P25 compliant and Motorola R56 standards.  The Contractor shall diagnose, resolve technical and end-user problems, troubleshoot any issues and coordinate with the customer for all matters stated above.  The Contractor is additionally responsible for troubleshooting, conducting minor and major repair as a result of troubleshooting, and maintenance support of the Peterson AFB master site zone controller and repeater equipment, dispatch consoles, base stations connected to dispatch consoles, Universal Cryptographic Module/Key Management Facility (UCM/KMF) terminals, Over- The-Air- Rekeying (OTAR) related equipment, and all associated infrastructure (switches, routers, gateways) connected to Cannon AFB, New Mexico and Eglin AFB, Florida.
