Synopsis – LMR for Cannon AFB and Eglin AFB

(a) Content. This draft synopsis addresses all of the data elements provided in FAR 5.207 Preparation and transmittal of synopses, as applicable:

(7) Subject. Acquisition, maintenance, and repair of Land Mobile Radios (LMRs) and maintenance of LMR trunking system for Cannon AFB and Eglin AFB

(15) Contractor. Motorola Solutions, Inc.

(16) Description. For this effort, the Contractor shall provide all necessary equipment, materials, tools, documentation, manuals, diagnostic and test equipment, vehicles, qualified and certified personnel, transportation, ancillary items, and supervision, except for those items specified as Government Furnished Equipment and services. The Contractor shall assume complete responsibility for hardware, software, programming, functionality, radio coverage, removal, installation, optimization, testing, and maintenance based on the Association of Public Safety Communications Officials (APCO) P25 compliant and Motorola R56 standards. The Contractor shall diagnose, resolve technical and end-user problems, troubleshoot any issues and coordinate with the customer for all matters stated above. The Contractor is additionally responsible for troubleshooting, conducting minor and major repair as a result of troubleshooting, and maintenance support of the Peterson AFB master site zone controller and repeater equipment, dispatch consoles, base stations connected to dispatch consoles, Universal Cryptographic Module/Key Management Facility (UCM/KMF) terminals, Over- The-Air- Rekeying (OTAR) related equipment, and all associated infrastructure (switches, routers, gateways) connected to Cannon AFB, New Mexico and Eglin AFB, Florida.

(17) Place of Contract Performance. Cannon AFB, New Mexico, Eglin AFB, Florida, and Peterson AFB, Colorado.

(18) Set-aside Status. No set-aside status.

(b) Transmittal. Transmissions to the GPE will be completed in accordance with the interface description available via the Internet at http://www.fedbizopps.gov.

(c) General Format for “Description.” General format for "Description’ is provided in sections (1) through (19)f below.

(1) National Stock Number (NSN) if assigned. No NSN assigned.

(2) Specifications. The LMRs must be Association of Public Safety Communications Officials (APCO) P25 compliant and meet Motorola R56 standards.

(3) Manufacturer, including part number, drawing number, etc. Motorola, possibly many parts, and possibly many drawing numbers.

(4) Size, dimensions, or other form, fit or functional description. Various size, dimensions, and functional descriptions.

(5) Predominant material of manufacture. Made up of hard shell exterior and radio electronic components.

(6) Quantity, including any options for additional quantities. Indefinite quantity.

(7) Unit of issue. Depends on if it is a service (job) or commodity (lot).

(8) Destination information. Cannon AFB, New Mexico, Eglin AFB, Florida, and Peterson AFB, Colorado.

(9) Delivery schedule. N/A

(10) Duration of the contract period. One base-year plus a one-year option period.

(11) Sustainable acquisition requirements. Sustainable acquisition requirements are not applicable.

(12) Description of procedures used to award the contract / anticipated award date. Written solicitation. Anticipated award date 25 Mar 2018.

(13) Architect-Engineer projects. This action is not for Architect-Engineer projects and other projects for which the product or service codes are insufficient.

(14) (14)(i) This action will not include FAR clause 52.225-3, Buy American-Free Trade Agreements-Israeli Trade Act, or an equivalent agency clause.

(ii) This action will not include FAR clause at 52.225-5, Trade Agreements, or an equivalent agency clause.

(iii) This action will not include FAR clause at 52.225-11, Buy American-Construction Materials under Trade Agreements, 52.225-23, Required Use of American Iron, Steel, and Manufactured Goods-Buy American Statute-Construction Materials under Trade Agreements, or an equivalent agency clause.

(15) Noncompetitive contract actions. Source is Motorola. The equipment is proprietary in nature.

(16)(i) N/A. Using sole source authority at 6.302-1.

(ii) All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered.

(17) This action is not being solicited through GPE. The Government intends to conduct a sole source award.

(18) This action is not being solicited through GPE.

(19) There is no technical data required.

(d) Set-asides. There is no intended set-aside for this action.

(e) Codes to be used in Synopses to identify services or supplies. The classification code will be identified and selected in FedBizOpps when the synopsis is electronically entered to identify supplies.

(f) Notice of solicitations cancellation. This action is not being solicited through GPE. The Government intends to conduct a sole source award.
