About this opportunity

The United States Department of Agriculture's Animal and Plant Health Inspection Service (APHIS) has issued a Special Notice for a sole-source procurement of CABI database subscriptions. The notice details an annual renewal of critical scientific database services from the Centre for Agriculture and Biosciences International (CABI), a not-for-profit organization specializing in agricultural and environmental information. APHIS will be renewing subscriptions to four specific database collections: CABI Compendium, Descriptions of Fungi and Bacteria, Distribution Maps of Plant Diseases, and Distribution Maps of Plant Pests. The procurement is designated as a sole-source contract due to CABI's unique ability to collate, evaluate, and organize agricultural and biosecurity information in a comprehensive, searchable format. The contract period will run from May 1, 2025, to April 30, 2026.

The primary objective of this Special Notice is to secure continued access to specialized scientific databases that support APHIS's mission-critical work across its Plant Protection and Quarantine, Veterinary Services, and Wildlife Services divisions. The solicitation requires minimal contractor effort, with CABI primarily providing database access and customer support. Key deadlines include a contract opportunity closing date of April 15, 2025, and a subscription renewal deadline of April 30, 2025. There are no specific set-asides for this procurement, and the notice does not outline explicit eligibility criteria for contractors beyond CABI being the sole provider. The contract will be managed by Contracting Officer Todd K. Bierl, with Merle Adelson serving as the primary CABI contact for North America. While specific pricing details are not disclosed, the procurement is classified under the Periodical Publishers NAICS category and Newspapers and Periodicals PSC category.
