About this opportunity
The Federal Highway Administration's Central Federal Lands Highway Division (CFLHD) announced on July 8, 2026 its intent to award a sole-source firm fixed contract to the California Coastal Commission for habitat mitigation credits related to the CA FLAP SCR T5(1) Monterey Bay Sanctuary Scenic Trail project, with responses due by July 22, 2026. This is not a request for competitive proposals.
Habitat mitigation is mandated under the Clean Water Act (USACE Nationwide Permit 14 Section 404 and California Regional Water Board Section 401), and required by the U.S. Fish and Wildlife Service, California Coastal Commission, and California Department of Fish and Wildlife. The project disturbed six sensitive habitat types totaling approximately 13.04 acres: Palustrine Emergent Wetland (0.27 acres), Arroyo Willow Riparian Forest (2.51 acres), Arroyo Willow Scrub (3.60 acres), Coastal Shrub/Scrub (5.98 acres), Sand Dune (0.27 acres), and Coast Live Oak Forest (0.41 acres). Mitigation credits are typically obtained through mitigation banks, but no known banks service the project area with qualifying mitigation. The Government reserves discretion to compete the requirement based on responses received. CFLHD will not reimburse response costs. Only written responses will be considered for determining whether to proceed with sole-source award.
