About this opportunity
The Naval Air Warfare Center, Weapons Division, China Lake, CA is seeking to procure one Bullfrog target with towable trailer package on a sole source basis. This procurement is designated as sole source because the Bullfrog is the only product available with the specific hull design, HDPE collar, and controls necessary for compatibility with existing Navy control systems, and no alternatives meet these specifications within the critical fleet development schedule. Atlantic Diving Supply (ADS) of Virginia Beach, VA has been identified as the sole authorized reseller designated by the original equipment manufacturer, Seattle Yachts International, to provide these products while ensuring adherence to distribution standards. While this is not a request for competitive proposals, any firm believing it can fulfill the requirement may respond via email to Andrea Farrell at andrea.m.farrell7.civ@us.navy.mil no later than five days after the publication date of October 8, 2025, making responses due by October 14, 2025. Responses must reference solicitation number N6893625Q5003 and include a capability statement demonstrating the firm's experience, assets, background, and ability to perform the work without compromising quality, accuracy, reliability, and schedule requirements.
This procurement does not utilize any set-aside designations and is categorized under NAICS 336612 (Boat Building) and PSC 1940 (Small Craft). Atlantic Diving Supply has been specifically identified as the sole authorized reseller for this requirement, positioning them as the likely incumbent contractor. The solicitation specifies a quantity of one complete Bullfrog target tow package, though no specific award value or budget range has been disclosed in this pre-solicitation notice. The urgency of the procurement is emphasized by references to a "critical fleet development schedule" that necessitates the sole source approach. Additionally, all entities interested in federal contracting are advised that new or updated SAM registrations will require submission of an original, signed notarized letter identifying the authorized Entity Administrator, a process that may take several days to complete.
