The purpose of this market survey announcement is to solicit capability statements from interested companies.
(2) NATURE OF COMPETITION

With that said, this Market Survey is intended to seek information from interested Offerors of all sizes and types. The acquisition strategy for the procurement has not been determined at this time. The FAA’s decisions on technical acceptability are final. The FAA will determine if small business competition exists amongst the submissions that are evaluated as “pass,” and considered technically acceptable. Competition is considered two or more qualified, responsible Offerors. If it is determined that competition does not exist amongst small business, the requirement will be determined to be unrestricted.
Phase III – The FAA will invite pre-qualified Offerors to a mandatory site visit, at which time final drawings and specifications, and a complete Request for Proposal (RFP) Package will be distributed. Please note that if the FAA determines that the requirement is set-aside for a small business concern, only the qualified Offerors within that category will be invited to the site visit. If the FAA determines that the requirement is available for unrestricted competition, all qualified Offerors, regardless of size, will be invited to the site visit. Therefore, any costs associated with the site visit or response to the RFP is solely at the interested Offerors’ expense.
