About this opportunity

The National Institute of Standards and Technology (NIST) is seeking to procure Keysight Advanced Design System (ADS) software licenses and software maintenance agreements to support the simulation, modeling, and design of state-of-the-art measurement instrumentation for integrated circuits (ICs) working from DC to terahertz frequencies. The required software will be used to design passive calibration devices and active electronic circuits as part of CHIPS metrology programs. The procurement includes 5 ADS Core licenses, 3 with annual support, 1 PathWave Device Modeling license with support, and options for 2 additional years of annual support. Award will be made to the responsible offeror submitting the lowest priced, technically acceptable quotation.

This opportunity is set aside for small businesses under NAICS code 513210 with a $47M size standard. The solicitation is a brand-name justification for the Keysight ADS software due to NIST's existing investment in Keysight tools and processes. The total contract is for a 1-year base period with 2 option years, to be performed in Boulder, CO. Offerors must submit quotations by August 27, 2024 via email to the Contract Specialist and Contracting Officer.
