About this opportunity

The Defense Advanced Research Projects Agency's Information Innovation Office solicited research proposals for the Bordeaux Program—a 36-month cybersecurity performance study in artificial intelligence—with a posted deadline of August 27, 2026, but this solicitation has been canceled as of August 27, 2026, at 5:00 PM ET and no submissions will be accepted.

The program was structured as a three-month Security Startup Period followed by Phase 1 (18 months base) and Phase 2 (18 months option), with proposers also required to estimate costs for an optional 12-month Transition Phase for planning purposes only. Multiple awards were anticipated under Other Transaction (OT) for Prototype Agreements authorized by 10 U.S.C. § 4022. The original proposal due date was May 15, 2026, extended via Amendment 01 to May 22, and further extended via Amendment 02 to June 12, 2026, at 1:00 PM ET before a June 5 suspension took effect due to a DARPA system discrepancy. The solicitation was canceled via Amendment 04.

Eligible participants included large and small businesses, nontraditional defense contractors, and research institutions; UARCs and FFRDCs were strongly discouraged unless the DARPA Deputy Director granted a waiver. Non-U.S. organizations and individuals were ineligible. The effort was classified TOP SECRET//SPECIAL ACCESS REQUIRED, requiring facility accreditation at TOP SECRET//SAP level, personnel with final TOP Secret clearances, and information system accreditation. Proposers requesting the classified addendum had to submit requests by March 27, 2026, at 5:00 PM.

Technical proposals were limited to 25 pages and required a one-slide summary, two-page team overview, two-page prior work description, Task Description Document, and detailed technical approach. Cost proposals used DARPA's standard spreadsheet with breakdowns by task and phase, submitted via the Broad Agency Announcement Tool (BAAT). Evaluation criteria, ranked by importance, were Overall Scientific and Technical Merit, Potential Contribution and Relevance to DARPA Mission, and Cost Realism. DARPA sought Government Purpose Rights or unlimited rights to noncommercial software, hardware designs, and technical data. The NAICS code was 541715 (Research and Development in the Physical, Engineering, and Life Sciences); PSC was AC12 (National Defense R&D Services—Applied Research).
