About this opportunity
The US Consulate General in Casablanca, Morocco is soliciting book publishing services through Request for Quotations number 19M03025Q0020 to create a coffee table book titled "Enduring Alliance: 250 Years of U.S.-Morocco Friendship." This comprehensive project requires research, content development, photography, and production of a high-quality hardcover book chronicling the oldest unbroken treaty relationship in US history, structured into eight sections covering themes of diplomacy, culture, faith, and shared values. Offerors must be registered in the System for Award Management (SAM) database and submit complete quotations including SF-1449 forms, pricing sections, representations and certifications, and proof of SAM registration. The government intends to award to the responsible company submitting the lowest acceptable price based on initial quotations without discussions, though discussions may be held if necessary. Quotations must be submitted electronically in PDF format not exceeding 30MB to CasablancaProc@state.gov by September 17, 2025, at 14:00 local time, with no late submissions accepted.
There appears to be conflicting information regarding set-aside designations, as the initial notice indicates "No Set-Aside Used" while the SF-1449 form designates this as a Women-Owned Small Business (WOSB) set-aside. No incumbent contractors are identified in the solicitation documents, and no specific budget range or award value is disclosed. The project requires delivery of key deliverables including a fully researched manuscript, high-resolution photographs, complete design files, and a minimum of 50 printed copies of the 13-inch by 10-inch hardcover book. The timeline specifies project completion before July 2026, providing approximately ten months for execution after the September 2025 award. Performance will take place in Casablanca, Morocco, with payment processing handled by the US Embassy Morocco Financial Management Office and invoices submitted to RabatFMInvoices@state.gov.
