The Department of Veterans Affairs, Network Contracting Office 6, Asheville VA Medical Center, Asheville, NC,IAW FAR Part 12, FAR Part 13, and specifically FAR 13.106-1(b)(1) procedures, intends to negotiate on a sole source basis with L1 Enterprises, 340 W PATRICK ST FREDERICK, MD, 21701-4887 (DUNS: 800190782). The proposed sole source purchase order is for a bladder scanner. The NAICS code for this contract action is 339113 (SURGICAL APPLIANCE AND SUPPLIES MANUFACTURING (SBA Size Standard: 750 employees) this action will result in a Firm Fixed Price purchase. Verathon is the original equipment manufacturer and L1 Enterprises is an authorized distributor in their network. This is an urgent request and IAW VAAR 819.7007(a), A contracting officer may award contracts to SDVOSB concerns on a sole source basis, provided the conditions of subparagraphs (1) through (4) are met. The chosen vendor is a registered SDVOSB L1 Enterprises, and all conditions have been met for this procurement. The VHA Procurement Manual prohibits the use of gray market equipment in medical facilities, including the use of unauthorized refurbished and reverse-engineered parts. This is a corrected special notice for product item list for Verathon products previously posted for Medline products from Special Notice VA246-17-Q-1240.

This notice of intent to award a sole source contract is not a request for competitive quotes. It is not a solicitation or request for offers; however, any responsible source that believes it is capable of meeting this requirement may express their interest by providing a capabilities statement NLT 13 June 2017 at 10:00 AM EST. The capabilities statement must provide clear and unambiguous evidence to substantiate the capability of the party to provide the required services. A determination not to compete this proposed requirement is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Verbal responses are not acceptable and will not be considered.
