FOLLOWING ARE COMMENTS FROM A VENDOR WITH RESPONSE IN ITALICS:


Under paragraph 1.4 of the SOW for Solicitation Number : 464-09MR-1957, you stated that the A&CC expects durable and corrosion-resistant duct but paragraph 1.8 states that the A&CC expects 16 gauge, 304 stainless steel. The A&CC is taking responsibility for the useful life of the ductwork .Your materials of construction will be a function of your production of combustion and the physical properties of said products. For example, 304 SS and Aluminum are not the right materials of construction if the products of combustion contain chlorides. Your document states that the emissions can contain thick black smoke and 304 SS and aluminum will have a short useful life in this application.


RESPONSE:  We are aware of the effect of halides on 304 stainless steel.


The A&CC will take responsibility for the useful life of the 16 gauge, 304 stainless steel ductwork


Our experience is that with 16 gauge stainless steel the rate of corrosion all-the-way-through our apparatus is slow.


If a vendor can offer a more halide resistant alloy (Haselloy, etc.) at a competitive price, we could considerer it.

THE FOLLOWING QUESTIONS WERE RECEIVED FROM ONE INTERESTED VENDOR ON 1/12/09.  THE RESPONSES ARE NOTED IN ITALICS FOLLOWING EACH QUESTION.


1)  What lengths do you want the duct to ship (this will impact the cost of shipment)?    REPLY:  Considering ease of installation, duct in 10 feet lengths would be good.


2)  Do you want the duct and fittings flanged or have compression couplings?   REPLY:  We do not want flanges.  We are not sure what is meant by compression fittings.  We want sleeves (couplings) which would be inserted into ducting.


3)  If flanged, do you want Stainless Steel Flanges?  REPLY:  We do not want flanges.


4)  If compression couplings, then you will need more than 2 ea. per duct size.   REPLY:  Ultimately, we could use 18 of the eight-inch sleeves (couplings for eight-inch duct) and 20 of the twelve-inch sleeves (couplings for twelve-inch duct).

MSHA IS SEEKING VENDORS THAT CAN PROVIDE ROUND, 16 GAUGE, AND STAINLESS STEEL DUCT IN TWO DIAMETERS PER ATTACHED SPECIFICATIONS AND STATEMENT OF WORK.  PRODUCTS ARE TO BE DELIVERED TO:  MSHA - A&CC, ATTN:  DAVE CREAMER, 765 TECHNOLOGY DRIVE, TRIADELPHIA, WV  26059.


PLEASE INCLUDE SHIPPING CHARGES ON QUOTE AND ESTIMATED DELIVERY TIME.  PLEASE E-MAIL scott.jo@dol.gov BY COB JANUARY 15, 2009 IF THERE ARE ANY QUESTIONS.  TELEPHONE CALLS WILL NOT BE ACCEPTED.
