STATEMENT OF WORK: Request for Proposal to Provide Stainless Steel Duct

1.0 Introduction. The MSHA Approval and Certification Center (A&CC) intends to construct a building to relocate current fire testing capabilities and to establish additional fire-test capabilities. The A&CC wants to transport products ofcombustion (PaC) from fire test apparatus to air pollution control devices and then to exhaust the cleaned stream to the atmosphere.

The purpose of this SOW is to solicit a vendor to supply the A&CC with round, 16 gauge, and stainless steel duct in two diameters: 8-inch and 12-inch. In addition, the A&CC seeks several fittings and blast gates as accessories to the ducting.

1.1 Background. The MSHA Approval and Certification Center (A&CC) is a facility owned by the federal government and located in Triadelphia, WV. Products of combustion (paC) will be created by operations at the proposed fire test facility. Ducting is required to contain and move the pac to air pollution control devices and to exhaust the cleaned gas stream to the atmosphere.

1.2 Objectives. The A&CC wants to assure that the operation of the fire-test facility does not expose employees ofthe A&CC to combustion by-products resulting from the burning of materials testing at the A&CC. The ducting will be part ofthe engineering controls to prevent operator exposure to smoke and other industrial hygiene hazards.

1.4 Scope. The vendor is to provide ducting that will transport products of combustion (paC) from fire-test apparatus to an air pollution control system. A major source ofpac in the proposed fire-test facility is expected to be the Belt Evaluation Laboratory Test (BELT) apparatus. The BELT emissions can be a thick, black, acidic smoke. The ducting will be expected to transport the pac without perceptible leakage.

The vendor is to provide blast gates to regulate flow rate into test apparatus.

The A&CC expects durable, corrosion-resistant duct.

The work is anticipated to be performed during an agreed upon time between the government and vendor. The vendor will provide all necessary materials appropriate for this project.

1.5 Contract Type. Firm Fixed Price Contract

1.6 Place of PerformancelHours of Operation. The A&CC expects that the work will be performed away from the A&CC, but if the vendor needs access to the A&CC, access can be arranged by appointment with the COTR.

The A&CC is government-owned and is identified as The Approval and Certification Center.

The location ofthe proposed fire-test facility is to be within the A&CC's confines at the following address:

MSHA Approval and Certification Center

765 Technology Drive

Triadelphia, WV 26059

The A&CC is located just off the Dallas Pike exit of Interstate 70 near Wheeling, WV.

Directions to the A&CC can be found on the web at the following address:

The A&CC operates a nominal schedule of 8:00 a.m. to 4:30 p.m. Other hours of access can be arranged by special request.

1.8 Warranty. The A&CC expects the duct to be constructed of 16 gauge, 304 stainless steel.

6.1 Task Description. The Contractor will work with the COTR to bring forth and resolve any potential areas of dispute prior to performance ofwork.

6.4 Delivery Instructions. F.O.B. Destination, the vendor will estimate costs for delivery of the ducting and blast gated to the A&CC.

6.5 Inspection and Ac·ceptance. The A&CC will conduct an examination of the ducting and blast gates upon delivery.
