The Defense Logistics Agency Aviation is seeking to procure 44 National Stock Numbers (NSNs) for the V-22 platform through a firm fixed purchase solicitation. The procurement is primarily targeted at the Original Equipment Manufacturer (OEM), Bell (CAGE 97499), with surplus dealers also invited to respond. Potential suppliers must be registered in the System for Award Management (SAM) and will be required to submit a Source Approval Request (SAR) through DoDSafe, demonstrating their ability to provide acceptable products. The final contract award decision will be based on a combination of price, past performance, and other evaluation factors that will be detailed in the full solicitation. Key dates include a solicitation issue date of May 29, 2025, with an anticipated award date around September 30, 2025, and a response deadline of May 27, 2025.

The pre-solicitation notice indicates no specific set-aside designations for this contract opportunity. Respondents must provide comprehensive documentation, including completed surplus certificates or traceability documentation, to demonstrate product acceptability. While the exact award value is not specified, the solicitation covers 44 distinct NSNs for the V-22 platform, suggesting a potentially significant procurement. Suppliers must furnish detailed drawings and data covering product design, materials, and specifications to establish equivalence with the specified items. The government has reserved the right to alter the acquisition strategy if purchasing existing surplus or newly manufactured inventory would better serve its interests, providing flexibility in the procurement process.
