This is not a request for quotes, and any price offers received will not be reviewed or accepted at this time. The primary point of contact for this solicitation is Monica Wilson, Procurement Assistant III, at monica.d.wilson@nasa.gov.
This procurement involves no set-aside designation and identifies Battelle Memorial Institute as the incumbent/sole-source contractor. The contract will cover management of 49 Government-Owned, Contractor-Operated (GOCO) CIMEL CE-318N instruments, consisting of 36 deployed units at NEON field sites, one test unit at NEON headquarters, three standards units for calibration support, and nine spare units. The Period of Performance runs from May 1, 2026 through April 30, 2027, with the primary place of performance at NASA Goddard Space Flight Center in Greenbelt, Maryland, supplemented by work at NEON field sites and facilities across NEON domains D01 through D20 nationwide. Key requirements include near real-time data transmission of raw observations to AERONET, daily data synchronization, and delivery of an annual instrument inventory and status report. Battelle will bear responsibility for consumable supplies and minor components required for operations, while the government retains ownership of all equipment.
