About this opportunity

The Department of the Navy Naval Supply Systems Command is seeking to procure fuel tank baffles, classified under PSC 1355 (Torpedos and Components, Inert), with a complete technical data package (TDP Version 004) available for contractor use. The procurement is governed by standard military specifications and qualifications, with interested parties able to access Military and Federal Specifications, Standards, Qualified Products Lists (QPLs), and other standardized documents through the DoD Single Stock Point (DODSSP) or ASSIST-Online. The Government retains full rights to the technical data, and no restrictions exist regarding engineering, tooling, or manufacturing, allowing for full and open competition. A/RMCs 1 or 2 are valid for this acquisition. The pre-solicitation notice was posted on October 21, 2025, with a response deadline of January 4, 2026, providing interested contractors with over two months to prepare their proposals and submissions.

This procurement is designated as a 100% total small business set-aside under FAR clause 52.219-6, restricting competition to qualified small business concerns. The specific type of small business set-aside—whether HUBZone, Service-Disabled Veteran-Owned, Economically Disadvantaged Women-Owned, Women-Owned, or Historically Black College or University and Minority Institution—will be determined and included in the formal solicitation through the appropriate FAR or DFARS clauses. The contract calls for delivery of 110 units on an FOB Origin basis. While no specific award value is disclosed in this pre-solicitation notice, the availability of complete technical data and the absence of manufacturing restrictions suggest this represents a standardized component with established specifications and potential for competitive bidding among qualified small business contractors.
