This procurement is sole-sourced to Teledyne and carries a 100% Small Business Set Aside; quotations representing different manufacturers will not be considered for award.

Place of performance is the United States, with delivery ARO (as required) to Building 167-1 at Pearl Harbor Naval Shipyard. The packing assembly is a 15-hole rubber component with Shore A durometer of 55 +/- 5 per the specified drawing and part number. Quoters must submit traceability documentation demonstrating how their quotation traces to the approved Teledyne source—either a direct quotation from Teledyne, a letter from Teledyne confirming the offeror as an authorized dealer/distributor with supporting documentation, or equivalent evidence from Teledyne's official website. Documentation must originate from the source and cannot be altered or created by the offeror. Quotations must also include a Certificate of Conformance and durometer testing results; failure to provide this information will render the quotation technically unacceptable.

Evaluation uses Lowest Price Technically Acceptable (LPTA) criteria. Vendor responsibility will be screened via PPIRS and FAR 9.104 standards. Quoters must submit unit and total pricing, FOB Destination terms, CAGE code, business size classification, and payment preference (GCPC or WAWF) via email to Quincey.Dillenback.civ@us.navy.mil. All offerors must be registered in SAM.gov. Payment terms are Net 30 Days after material acceptance.

This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR part 12, using Simplified Acquisition Procedures found at FAR 13 as supplemented with the additional information included in this notice.  This announcement constitutes the only solicitation; a written solicitation will not be issued.  PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted to SAM.gov.  The RFQ number is SPMYM4-26-Q-3463 This solicitation documents and incorporates provisions and clauses in effect through FAC 2025-06 October 1, 2025, and DFARS Change Notice 20251110. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions.  The clauses may be accessed in full text at this address:

Offerors are required to submit TRACEABILITY DOCUMENTATION to show how their quotation meets the required specifications.  Failure to provide this information may result in your quotation being determined technically unacceptable.
