Update #2 ·

Added: May 10, 2018 5:27 pm The US Army Contracting Command-New Jersey on behalf of the Program Executive Office Enterprise Information Systems seeks to enter into a Section 815 Prototype Other Transaction Agreement (OTA) for a big data management solution and a tailorable solution that integrates, analyzes, and visualizes information from multiple disparate data sources, both classified and unclassified to gain visibility into the vast amount of data, dispersed across the Army enterprise. The solution should present information in a way that is immediately understandable and actionable for an everyday end-user. The solution should be capable of integrating both current and historical structured/unstructured datasets, perform predictive analytics and forecasting. The product(s) shall be commercially available now.

This project will take advantage of Commercially Available software solution(s) to configure the prototype(s) as an Army Leader Dashboard (ALD) to allow user assessment of the initial capability for a decision-making, reporting and visualization capability. The dashboard shall enable Army Senior leaders and leaders at designated levels to easily navigate through information from multiple Army Authoritative Data Sources (ADS's) in order to capture information to produce predictive analytics and facilitate real-time or near real-time decision making. This effort shall include an Agile Methodology for data integration and visualization responding to Senior Army Leader input. The solution shall have proven maturity to permit expansion of the user base and long term sustainment.

The proposed solution must be a prototype project(s) that is directly relevant to enhancing the mission effectiveness of military personnel and the supporting platforms, systems, components, or materials proposed to be acquired or developed by the Department of Defense, or to improvement of platforms, systems components, or materials in use by the armed forces. The scope must include research, development, demonstration, validation or transition (including training) of the prototype technology.

The attached Instructions to Offerors and Evaluation Criteria detail the multi-step process that the Government will utilize to award multiple Other Transaction Agreements (OTAs) in support of this project. Offerors are hereby notified that the Government will only provide funding of up to $1,000,000 per award for Phase One (1). Any questions regarding this notice shall be submitted in accordance with (IAW) section A.3.1.3 of the attached ALD Instructions to Offerors no later than (NLT) 15 May 2018, 1500 EDT. Step One (1) responses are due NLT 21 May 2018, 1500 EDT. All responses shall be submitted IAW the attached Instructions to Offerors.

In addition to the attached Instructions to Offerors and Evaluation Criteria and Statement of Work, the Government has provided a draft of the Terms and Conditions that will be included in each OTA awarded as a result of this notice. The Government will not negotiate the terms of the OTA and responding to this notice indicates contractor acceptance of these terms. The Government will not entertain license agreements under Phase 1 of this prototype project.

No award will be made unless and until the Government can make a final determination that the solution meets the statutory requirements for use of a prototype OTA (it meets the definition of a prototype project, enhances mission effectiveness and your company is a non-traditional defense contractor, small business, traditional defense contractor with significant participation by non-traditional defense contractors or a traditional defense contractor offering a 1/3 cost share).

In addition, each Company responding to this notice shall be registered in the System for Award Management (SAM) at https://www.acquisition.gov. The representations and certifications made by your Company, including those completed electronically via the SAM shall be incorporated by reference into any resulting OTA that is awarded from this notice.

When submitting a proposal, the Offeror shall provide its Data Universal Numbering System (DUNS)+4 number. The DUNS+4 is the DUNS number plus a 4-character suffix that may be assigned at the discretion of the Offeror to establish additional SAM records for identifying alternative Electric Funds Transfer (EFT) accounts. If the Offeror does not have a DUNS number, it should contact Dun and Bradstreet directly to obtain one. An offeror within the United States may contact Dun and Bradstreet by calling 1-866-705-5711 or via the Internet at http://fedgov.dnb.com/webform. An offeror located outside the United States must call the local Dun and Bradstreet office for a DUNS number. The company should indicate that it is an offeror for a Government contract when contacting the local Dun and Bradstreet office.

Companies are advised that any Prototype Other Transaction Agreement awarded in response to this Prototype Project Opportunity Notice will include the following statement relative to the potential for follow-on production:

"In accordance with 10 U.S.C. 2371b(f), and upon a determination that the prototype project for this transaction has been successfully completed, this competitively awarded prototype OTA project may result in the award of a follow-on production contract or transaction without the use of competitive procedures."

For purposes of this agreement, production is defined as a license or licenses, to include support and maintenance, for up to 6,000 Army Users for all Phase 1 and Phase 2 Authoritative Data Sources. The follow-on production contract or agreement could be for a term of up-to five (5) years.

Any costs incurred by the Company in responding to this Prototype Project Opportunity Notice are not recoverable from the Government.
