Notice to vendors:

We have become aware that some of the formulas on Attachment A and Attachment 14 are not fully populating correctly. We will double check proposals, to ensure that final numbers are verified.


No further action is needed if proposals have already been submitted. There will not be an extension, as we will double check these documents.

Update #9 ·

In response to an additional vendor question:

Guidance has been provided by the anticipated labor categories hours that are required for IDIQ work for the Quarters.


The only outliers are the floors and roof and as such, should be treated as IDIQ projects. These costs should be included in the IDIQ proposal portion for major repairs of the floors or roof, and this can be calculated based on the square footage of the buildings.


There will be no further amendments to address questions due to time constraints.

Further clarification for Amendment 008:


The labor categories removed from the original Attachment A have been included in the Firm-Fixed-Price portion of the award, versus the IDIQ.


Lastly, Attachment 14 is a required document as part of the vendor's proposal.

Update #7 ·

Amendment 0008

Due to questions about pricing, attached is an amended Attachment A for clarity. Vendors shall propose, based on this attachment and in compliance with their normal business practices.


Additionally, sign in sheets were available at the 2nd site visit, however, no vendors requested it. They will be released with this attachment.


Vendors need only utilize Attachment 14 for room turn over pricing. Any other attachment that is similar does not need to be provided back with a proposal.
Lastly, this amendment will also include an extension due to the changes to Attachment A. All proposals are due by Tuesday, September 3, 2019 at 1:00 p.m. EST.

The purpose of this amendment is to clarify answers from Amendment 006. Those clarifications are attached herein.
Additionally, to accodomodate vendors, this solicitaiton will be extended until Thursday, August 29, 2019 at 1 p.m. EST..

Amendment 006:


The purpose of this amendment is to post an additional site visit. The second site visit is scheduled for Tuesday, August 13 at 10 a.m.


Interested Contractors shall attend a site visit at the AFRH-W, 2700 North Capitol Street, Northwest, Washington DC 20011-8400 to gain a better understanding of the work to be required. No questions will be asked or addressed at the site visit. All questions must be submitted by Friday, August 16 at 12:00 p.m. EST. Contractors shall contact the COR, Mr. James Cavanaugh upon arrival at (202)207-7046. Offerors shall provide a current form of identification (i.e. Driver's License) at the guard station in order to gain access to the campus.


In order to be compliant with submission of a proper quote, vendors must have attended either on-site visits, which will be verified by the sign-in page presented upon completion of the second site visit.


All proposals are due by Monday, August 26 at 1:00 p.m. EST.


Additionally, the Questions proposed by vendors at the first site visit, along with the answers provided by the Government, have been attached to this Amendment 006. Attachments associated to questions are also found attached to this posting.

Questions are still in the process of being answered. A follow-up amendment with the questions will be posted as soon as practicable..

The CBA posted yesterday has an amendment we were not originally aware of; the updated CBA is attached to this post.
Additionally, we expect the questions and answers to be done as soon as possible, however, an extension is imminent due to the size and number of questions to be answered..

The Bureau of the Fiscal Service Division of Procurement Services, on behalf of the Armed Forces Retirement Home, is issuing solicitation 20342319Q00001 for Facilities Maintenance Services. This solicitation is anticipated to result in a Fixed-Price Contract with some Labor Hour/Material CLINS. This solicitation is set-aside 100 percent Small Business.

Interested Contractors shall attend a site visit at the AFRH-W, 3700 North Capitol Street, Northwest, Washington, DC 20011-8400 to gain a better understanding of the work to be required. GPS Users: Enter "140 Rock Creek Church Road NW, Washington, D.C. 20011" to map the approximate location of Eagle Gate entrance. No questions shall be asked or addressed at the site visit. All questions shall be submitted in writing by the time designated below. The site visit is scheduled for Tuesday, July 9 at 10:00 am EST. Contractors shall contact the COR, Mr. James Cavanagh upon arrival at (202) 207-7046. Offerors shall provide a current form of identification (i.e. Driver's License) at the guard station in order to gain access to the campus.


Questions regarding this solicitation shall be submitted in writing by 2:00 p.m. EST, Friday, July 12, 2019 to purchasing@fiscal.treasury.gov with the subject line "20342319Q00001 Questions SRB/PW".


Proposals shall be submitted electronically to Fiscal Service to purchasing@fiscal.treasury.gov on or before 2:00 p.m. EST, July 29, 2019 with the subject line "20342319Q00001 Proposal SRB/PW ".


Proposals shall include the following information to be considered complete: Offerors shall submit an electronic copy of Volume I - Contract Documents and include signed Standard Form (SF) 1449 (page 1), Volume II - Technical Proposal, and Volume III Price Proposal, as separate attachments, by the due date. Offerors shall also provide 3 past performance references (Government or Commercial) where they have provided a similar service by the due date.


Please pay close attention to the Proposal Instructions under the Required Proposal Documents section.


It is the Offeror's responsibility to ensure/confirm timely receipt. The Offeror assumes full responsibility for ensuring all electronic materials and attachments submitted are formatted in accordance with the Bureau of the Fiscal Service Security Requirements. The following file extensions are not allowable and application materials/data submitted with these extensions cannot be considered:


.bat, .cmd, .com, .exe, .pif, .rar, .scr, .vbs, .hta, .cpl, html, mhtml, and .zip files


The Government does not allow 3rd party messaging systems/secure mail.


Microsoft Office non-macro enabled compatible documents and .PDF documents are acceptable. If the Offeror determines that other formats are necessary, it is the Offeror's responsibility to verify with Fiscal Service that those formats are acceptable. Proposal materials with unacceptable or unreadable formats may be found non-responsive.
