About this opportunity
The U.S. Embassy in New Delhi is seeking an Architecture and Engineering (A&E) firm with specialized expertise in Structural Engineering, HVAC Engineering, and Electrical Engineering to provide design services for a project at the embassy facility. The Department of State is conducting this procurement under the Brooks Act requirements as implemented in FAR Subpart 36.6, which means selection will be based on qualifications rather than price, with the top-rated firm selected for contract negotiation. Interested firms must be registered in the System for Award Management (SAM) database and submit a completed Standard Form 330 (SF-330) electronically to demonstrate their capabilities. The evaluation criteria focus on relevant professional qualifications, specialized experience and technical competence in the required engineering disciplines, demonstrated success on similar projects including quality and schedule adherence, capacity to complete work within required timeframes, knowledge of the local project area, and applicable professional licenses. The submission deadline is 1700 hours Indian Standard Time on August 5, 2025, with all proposals to be submitted electronically to Newdelhibids@state.gov with the specified subject line format.
This solicitation does not utilize any set-aside designations, making it open to all qualified firms that meet the technical requirements. No incumbent contractors or current service providers are mentioned in the solicitation materials, suggesting this may be a new requirement or the conclusion of a previous contract term. The notice does not specify contract values, budget ranges, or detailed timelines for service delivery, as these elements would typically be negotiated with the selected firm following the qualifications-based selection process. The work will be performed at the U.S. Embassy location in New Delhi, Delhi, India, requiring the selected firm to have knowledge of local conditions and regulations. Supporting documentation including resumes of key personnel may be appended to the SF-330 submission to strengthen the firm's qualifications presentation.
