This contract is to secure A-E services for the Willamette and Siuslaw National Forests. The single award will be for a base year Indefinite Delivery, Indefinite Quantity (IDIQ) contract with a possibility of one additional optional period. Contract performance time will be identified on individual task orders.
Work includes providing contract inspection services pursuant to the Forest Service Handbook 6309.11 (Contract Administration). Work also includes providing preliminary designs, engineering cost estimates, contract packages of parent and special specifications with specification lists, final drawings and design (both hard copies and electronic copies compatible with USFS software), that provides up to completed contract packets, ready for incorporation into a resulting advertised construction contract.
The Government will use the short selection process as described in FAR 36.602-5 by utilizing the database(s) maintained by the U.S. Army Corps of Engineers, Architect-Engineer Contract Administration Support System, (ACASS), (http://www.nwp.usace.army.mil/ct/i/home.asp) or the Online Representations and Certifications Application (ORCA), (https://orca.bpn.gov/) to obtain sufficient qualified Architect and Engineer contractors and their relevant SF-330 information. Firms are encouraged to ensure that their SF-330 is entered into the ORCA or Corps of Engineers data base and that they are properly registered in Central Contractor Registration (CCR)(www.ccr.gov). The standard five (5) evaluation criteria identified in FAR 36.602-1 will be applied to this project. New SF-330's submissions are not being requested to be sent to this office; rather, SF-330s residing in the system will be pulled from the database on or after June 11, 2010.
