The National Science Foundation published this Special Notice to update the draft solicitation for the Antarctic Research Vessel Integrator requirement. This requirement involves managing the final design and construction of a new Antarctic research vessel to replace the aging RVIB Nathaniel B. Palmer.

The Special Notice revises the draft solicitation document, changing the contract type to Cost-Plus-Incentive-Fee and clarifying the Integrator's responsibility for ensuring quarterly management reviews with the shipbuilder. Interested parties must submit any questions about the draft solicitation by January 2, 2024 to the provided email address. The NSF will update the announcement with answers and may revise the solicitation further. While this notice provides information for planning purposes, it does not constitute a formal solicitation and the NSF reserves the right to change its acquisition approach. No work is authorized under this Special Notice alone.
