SYNOPSIS: #N68335-22-R-0048
The Naval Air Warfare Center, Aircraft Division (NAWCAD) Lakehurst, NJ intends to negotiate on a sole source basis with Sierra Nevada Corporation (SNC), CAGE: 8X691, under Basic Ordering Agreement (BOA) N68335-19-G-0013 for research and development efforts to transition replacement beacons into a production ready state for the existing Precision Approach and Landing Systems (PALS) AN/SPN-46(V) Automatic Carrier Landing System (ACLS) APN-245 beacons. This effort will be in support of the NAWCAD Webster Outlying Field Air Traffic Control & Landing Systems (ATC&LS) Division.
The AN/SPN-46(V) PALS provides precision landing information to air traffic controllers and pilots during final approach while landing aircraft aboard aircraft carriers. The PALS also has the ability to automatically land aircraft aboard carriers if conditions require. The beacon provides precise aircraft position data to the AN/SPN-46(V) PALS to enable this automatic landing capability. As the Original Equipment Manufacturer (OEM), SNC holds multiple data rights of specific system components needed to test and verify the Government-owned AN/SPN-46(V) ACLS AN/APN-245 replacement beacon utilizing the previous AN/SPN-46(V) ACLS AN/APN-245 beacon testing requirements.
The Government intends to solicit and negotiate this requirement under the authority of 10 U.S.C. 2304(c)(1), FAR 6.302-1 - Only one responsible source and no other supplies or services will satisfy agency requirements. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, the Government will consider all responses received within fifteen days after the date of publication of this synopsis. Registration in the System for Award Management (SAM) (https://www.sam.gov) is mandatory for consideration. A determination by the Government not to open the requirement to competition based on the responses to this notice will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Information provided herein is subject to change and in no way binds the Government to solicit for an award of a contract.
