Notice text

Authority and Introduction:
Under authority of the Federal Acquisition Regulation (FAR) Part 13.106-1(b), the National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis with AMERICAN NATIONAL STANDARDS INSTITUTE (ANSI), 1899 L St NW 11th Floor, Washington, DC, 20036-3804, as the only capable source that can provide access to required specific consensus standards development activities and Government membership. Correspondingly, based on the foregoing authority under the FAR, the NIST intends to award on a sole source basis.

The intended procurement will be classified under North American Industry Classification System (NAICS) Code: 813920-Professional Organizations; Business Size Standard: $15 Million.

Government's Requirements:
- Government Membership Fee
- National Activity Assessment: Total ANSI sponsored: 1
- Int'l Activity Assessment: Total 'P' Membership Administered: 3
- Additional ISO 'P' Membership Assessment: Total 'P' Memberships Administered: 2
- USNC Premiere Membership
- IPRPC Special Assessment
- ISO TC 229 TAG Fee

Sole Source Rationale:
Under the National Technology Transfer and Advancement Act (NTTAA), NIST is tasked "to coordinate the use by Federal agencies of private sector standards, emphasizing where possible the use of standards developed by private and consensus organizations. ANSI is the only capable source that can provide access to required specific consensus standards development activities and Government membership because it is the single US member to the International Organization for Standardization (ISO). Therefore, only ANSI possesses direct access to the ISO which, correspondingly, allows NIST access to that International Standards Body.

Market Research was conducted and ANSI was identified as the only source capable of meeting the Government's Requirements. No other appropriate sources were identified as capable of meeting the Government's Requirements. Thus, NIST intends to issue a sole source solicitation to ANSI and negotiate with ANSI on a sole source basis.
