The Department of the Interior, Fish and Wildlife Services, has a requirement for flight services using a single engine, fixed wing aircraft. The intent of this contract is to obtain fully Contractor operated and maintained exclusive use aircraft flight services for aerial observation and passenger and cargo transport. Contractors must be certified under A Federal Aviation Administration (FAA) Air Carrier Certificate; which authorizes the Contractor to operate in the category and class of aircraft and under flight conditions required by this contract. Aircraft shall be identified as required by 14 CFR Part 121.135(7) or 135.63 or Operations Specifications Part D, Aircraft Listing, as appropriate. The contract aircraft must have engineering support for continued airworthiness from the current type certificate holder or supplemental type certificate holder. The aircraft must have a Standard Airworthiness Certificate issued under 14 CFR 21.183 and a restricted airworthiness certificate issued under 14 CFR 21.25 and 21.185 to include the special purpose of forest and wildlife conservation (fire suppression) work. Multiple Airworthiness Certificates issued in accordance with 14 CFR 21.187 are required. The anticipated exclusive use period will be for 51 days beginning March 25, 2013 with the anticipated contract period being from March 20, 2013 through March 19, 2014, with three, one-year options. The anticipated issue date of the solicitation is February 25, 2013 with a projected closing date of March 14, 2013. It will be a requirement that the successful awardees be registered in the System for Award Management (SAM) at www.sam.gov. This procurement will be competed full and open.
