AFMETCAL at Heath OH intends to solicit and award a Sole Source Firm Fixed Price contract under Simplified Acquisition Procedures (SAP) in accordance with FAR Part 13-Simplified Acquisition Procedures and FAR Part 12-Acquisition of Commercial Items for the purchase of ADC-2500 Air Data Calibrator Upgrades to TestVonics Incorporated (Cage 1A9E1). TestVonics Incorporated possess the proprietary rights to the details of the system design as well as the controlling software and interface designs for the ADC-2500 Air Data Calibrator. Therefore, based on market research conducted, TestVonics Incorporated is the only supplier that can offer the upgrade. The Government envisions a Firm Fixed Price type contract with a basic year and 3 option years through 30 September 2021. The anticipated quantity is 34 each in FY18 and with the option of up to 37 each in FY19, up to 12 each in FY20 and up to 4 each in FY21. There is no guarantee that an option year will be exercised. The requirement is for ADC-2500 Air Data Calibrator Upgrades in accordance with the Statement of Work and data requirements, which are available for download at this site.
THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS OR QUOTATIONS. No solicitation package will be issued. A determination by the Government not to compete this action based on responses received is solely within the discretion of the Government. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by AFMETCAL. Interested sources must respond in writing with clear and convincing evidence to support their ability to provide the required item within fifteen (15) days of this publication.
