Notice text

The U.S. Army Medical Research Acquisition Activity (USAMRAA) in support of Walter Reed Army Institute of Research (WRAIR) intends to negotiate solely (as prescribed in FAR 13.106(b)(1)(i)) with Valley Biomedical, INC, 121 Industrial Drive, Winchester, VA 22602 for the procurement of fresh Human human A+ RBCs and plasma in citrate-phosphate-dextrose (CPD). Specifically, the government will establish a Firm Fixed Price contract to purchase the following items:

CLIN 0001 - Human A+ Red Blood Cells/ CPD -- Drug Free -- Qty 130 each
CLIN 0002 - Human A+ Plasma/ CPD -- Drug Free - Qty 104 each
CLIN 0003 - Shipping - Qty 26 each

CLIN 0005 - Optional Surge Human A+ Plasma/ CPD -- Drug Free - Qty 100 each

This requirement is for fresh human A+ RBCs and plasma in CPD, collected from a donor pool whose blood products have been tested and found to support the in vitro culturing of Plasmodium falciparum isolates used in the Experimental Therapeutics (WRAIR) anti‐malarial drug screen.

WRAIR has previously purchased blood from Valley Biomedical, Inc. Valley Biomedical is the only vendor that has tested their fresh human A+ RBCs and plasma in CPD with the WRAIR Malaria Research Laboratory parasite strains, and no other company has used WRAIR's parasite isolates to validate their blood products to date. Valley Biomedical has cultivated a donor pool that has been tailored to the needs of the difficult-to‐culture Plasmodium falciparum malaria parasite. This would include testing negative to CHAGAS, HBsAG, HBV‐ NAT, HIV ½, HCV, HCV‐NAT, HIV‐1 NAT, WNV, and Syphilis, and conforming to the FDA and all applicable Federal, State and Local regulations. This also includes screening donors for specific diet and medications that will not support the growth of the malaria parasite.

The North American Industry Classification System (NAICS) for this requirement is 325413 and the size standard is 1,250 Employees.
