The Contractor shall provide all personnel, equipment, tools, materials, transportation, supervision, and other support needed to provide BREATH ALCOHOL (BrAC) TESTING PROGRAM TECHNICAL SUPERVISORY SERVICES at Joint Base San Antonio locations Randolph, Lackland, and Sam Houston in accordance with the specifications outlined in the solicitation. This is a commercial acquisition. This solicitation is a Request for Proposal and is issued for 100% woman-owned small business participation under, North American Industry Classification System (NAICS) code – 811219, and the related Small Business Standard - $19.0M. The resulting award will be a contract issued for one (1) Base Period plus Four (4) Option Years. The Initial Performance Period will begin upon award and complete at the end of the fiscal year (30 Sep 2013). Each Option Year will start and finish accordingly with each fiscal year (1 Oct through 30 Sep). Performance will begin within 2 weeks after receipt of award. All potential sources must obtain a DUNS number and register in the System for Award Management (SAM) at https://www.sam.gov/portal/public/SAM/ in order to transact business with the Department of Defense (DoD). Failure to obtain a DUNS number and register in SAM may result in the delay of award of contract or possible award to the next otherwise successful offeror who is registered in the SAM at the time of award. Solicitation will be issued on or about 6 Dec 2012. The Offer Due Date will be stated in the solicitation. The entire solicitation will be made available only on the FedBizOpps (EPS) website at http://www.fedbizops.gov . The solicitation can be accessed by following the links on the Federal Business Opportunities website to: USAF Offices, Air Education and Training Command, 902 CONS.
