About this opportunity
The U.S. Geological Survey (USGS), operating under the Department of the Interior's Office of Acquisitions and Grants, has issued a Special Notice regarding the renewal of Petra software licenses. This notice of intent to solicit indicates the agency's plan to award a purchase order to S&P Global in Englewood, Colorado for annual Petra software license renewals. The procurement will be conducted as a single-source acquisition in accordance with Federal Acquisition Regulation (FAR) 12.102(a) and FAR Part 12 procedures for commercial products and services. The USGS has determined that S&P Global is the sole source capable of providing these license renewals due to the proprietary nature of the Petra software. This Special Notice satisfies the transparency and notice requirements outlined in FAR Subpart 5.2.
The primary purpose of this notice is to inform the contracting community of the USGS's intention to award the contract to S&P Global while providing an opportunity for other responsible parties to submit capability statements by the April 9, 2026 deadline at 5:00 PM Pacific Daylight Time. Interested parties must submit responses exclusively via electronic mail to tracy_huot@ios.doi.gov; submissions through hardcopy or the SAM.gov portal will not be accepted or considered. While this is not a competitive solicitation and no formal Request for Proposal will be issued, the government retains sole discretion to determine whether to proceed with the single-source award based on any responses received. The procurement is categorized under NAICS code 541511 (Custom Computer Programming Services) with an associated small business size standard of $34 million. All submissions must be received in their entirety by the specified closing date and time to be considered.
