About this opportunity
This Special Notice announces the Department of Energy National Energy Technology Laboratory's intent to sole source a purchase order with AspenTech for a CCSI Wide Area License for AspenTech Process Simulation software. The software is required by the Carbon Capture Simulation Initiative, a multi-laboratory project led by NETL, to run simulations across five participating national laboratories and their subcontractors, as well as enable up to 1,000 simultaneous simulations on supercomputing resources.
The anticipated period of performance is from October 1, 2021 through September 30, 2026, including four optional one-year extensions. Interested parties must provide evidence of their capability to meet NETL's requirements by September 5, 2021 to Jason Efaw via email to be considered, though a decision to compete the requirement is at the Government's sole discretion. The notice seeks only to determine whether competition is warranted, not solicit quotes. AspenTech is identified as the only known source capable of providing the type of license required to support CCSI's simulation needs across its partner organizations.

STRIPES Title: Notice of Intent to Sole Source for CCSI Wide Area License for AspenTech Process Simulation
In accordance with Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures, the Department of Energy (DOE), National Energy Technology Laboratory (NETL) intends to negotiate and award a purchase order on a sole source basis to AspenTech to purchase the CCSI Wide Area License for AspenTech Process Simulation because NETL Carbon Capture Simulation Initiative (CCSI), a multi-lab project led by NETL requires access to the Aspen Suite of Simulation Software to meet specific project needs including the ability to run the software at all 5 participating national labs and their subcontractors and the ability to run up to 1000 simultaneous simulations on a supercomputer, cluster, or equivalent computer architecture. The anticipated period of performance for this requirement is from October 1, 2021 through September 30, 2026, and includes up to four, one-year optional periods through September 30, 2026. This is considered a sole source to AspenTech because, to the best of the NETL’s knowledge, based on market research conducted AspenTech is the only known source that can provide this type of service. No known potential alternate sources exist which could satisfy NETL's requirement.
This notice of intent is not a request for quote/proposal. Any interested party that believes it is capable of meeting the NETL requirement described herein may identify themselves and must provide evidence of their capability to fulfill the requirement being requested by 5:30 PM ET on September 5, 2021. Responses must be submitted in writing to the contract specialist, Jason Efaw, via email at jason.efaw@netl.doe.gov no later than the time and date noted above. Telephone responses and requests will not be received.
A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
