About this opportunity

The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 4 published a Special Notice announcing its intent to negotiate a sole source contract with Blackrock Microsystems. The requirement is for a Blackrock Neuroport 512 channel real-time data biopotential monitoring system to enhance an existing ReHAB program at the Cleveland VA facility.

The Special Notice provides details on the biopotential signal processing system to be provided, which is capable of recording and processing neural signals from up to 256 electrodes. Interested parties may submit a capability statement by June 22, 2020 to Michael Haydo to be considered, however the notice states that a non-competitive award is at the government's discretion. The system will support the Reconnecting the Hand and Arm to the Brain program and requires one Blackrock Neuroport 512 channel system, NeuroPlex E headstage, accessories, and a two year service agreement for equipment already installed at the Cleveland VA location.

Notice text

The Veteran s Administration (VA) Office of Research and Development, Regional Procurement Office East in Pittsburgh, PA intends to negotiate on a sole source basis with Blackrock Microsystems based in Salt Lake City, Utah on behalf of the VA Cleveland Healthcare System.

The requirement is to provide one (1) Blackrock Neuroport 512 channel real-time data Biopotential Monitoring System, NeuroPlex E headstage, accessories and two (2) year service agreement for a Blackrock Neuroport system that is currently installed and in use at the Cleveland VA facility. This equipment will enhance the ReHAB (Reconnecting the Hand and Arm to the Brain) program

The specific system includes:

A Biopotential Signal Processing System which supports recording, processing and displaying biopotential signals from various types of electrodes. Biopotential signals may include Electrocorticography (ECoG), electroencephalography (EEG), electromyography (EMG), electrocardiography (ECG), electrooculography (EOC) action potentials (AP), and evoked potentials (EP). The system is designed to record and process neural signals from up to 256 surface or penetrating electrodes in addition to auxiliary analog signals and digital experimental events. The system should perform real-time signal processing algorithms on neural signals, including noise cancellation, digital filtering, simultaneous extraction of spike and field potentials, and manual and automatic online spike sorting.

The requirement will take place at a VA facility Minneapolis, Minnesota. The sole source is pursuant to FAR 6.302-1 Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This notice of intent is not a request for competitive proposals, however; any responsible source who believes it can meet the requirement may submit a capability statement and supporting documentation to the contracting office no later than Monday, June 22, 2020, (10:00 AM, EST).
