About this opportunity

The Department of Veterans Affairs (VA) Veterans Health Administration is conducting a Sources Sought market research announcement for a comprehensive Video Head Impulse Test (VHIT) System to be installed at the San Diego VA Medical Center. The procurement seeks a contractor to supply, install, configure, and validate a medical diagnostic system with specific technical requirements, including a Rotary Chair, Interacoustics EOG Accessory Kit, Air FX and Aqua Stim Caloric Irrigators, EyeSeeCam vHIT, and associated software compatible with Windows 11. Interested contractors must respond by March 4, 2025, at 4:00 PM PST, providing detailed information about their company, small business status, product capabilities, and past performance references. The VA will use the submitted responses to evaluate whether sufficient small business concerns exist to potentially set aside the procurement for specific small business categories. Respondents must be registered in the System for Award Management (SAM) and provide comprehensive information demonstrating their ability to meet the technical and service requirements of the procurement.

The Sources Sought notice indicates no specific set-aside has been predetermined, but the VA is specifically interested in responses from Small Businesses, Service-Disabled Veteran-Owned Small Businesses (SDVOSB), and Veteran-Owned Small Businesses (VOSB). While no specific incumbent is mentioned in the pre-solicitation notice, the procurement falls under NAICS code 339112 for Surgical and Medical Instrument Manufacturing with a Product Service Code of 6530 for hospital equipment. The system requirements specify precise technical specifications, including temperature ranges, flow rates, and performance characteristics, with a mandatory minimum 90-day technical support period and one-year warranty against defects. Though no precise award value is stated in the pre-solicitation notice, the subsequent award document revealed a contract value of $223,816.67 awarded to E3 Diagnostics, Inc. on April 24, 2025. The procurement targets a comprehensive medical diagnostic system with multiple integrated components designed for precise vestibular and ocular testing.
