SPECIAL NOTICE OF INTENT TO AWARD A SOLE SOURCE PROCUREMENT.

THIS IS NOT A REQUEST FOR QUOTE. THIS IS A NOTICE OF THE GOVERNMENT'S INTENT TO ISSUE A SOLE SOURCE AWARD.

This Notice is to announce that the Department of Veteran Affairs, Consolidated Mail-Out Phamacy(CMOP) located in Hines, IL is proposing a firm fixed price contract with Sharps Compliance, Inc of Texas on a sole source basis of medication return envelopes and disposal. The proposed action is for supplies for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.501(a) and VAAR 819.7007. The reason justifying this sole source procurement is that here is an urgent and compelling need for these medication return envelopes and there is not time to determine if another vendor could satisfy the requirement.

Background:

The Sharps Inc. and the Takeaway Medication Recovery Envelopes are the only system currently in place that meets both the DEA and the VHA requirements for patient medication return and disposal. The government will continue to conduct market research to ascertain if there are changes in the marketplace that would enable future actions to be competed.
