About this opportunity

The Department of Veterans Affairs (VA) Veterans Health Administration, specifically the Network Contracting Office 1, has issued a Special Notice for a sole source procurement of a Wander Management System. The notice concerns the acquisition of a Code Alert Patient Wandering System, model 9450-8073, to be delivered and installed at the White River Junction VA Medical Center's Community Living Center in Vermont. The procurement is classified under NAICS code 334290 for Miscellaneous Alarm, Signal, and Security Detection Systems and will be processed under the Simplified Acquisition Threshold. The VA intends to award the contract to RF Technologies Inc., a small business that is the exclusive manufacturer and distributor of the required system. The agency asserts that this vendor is the only source capable of providing the supplies at the required level of quality due to the unique and highly specialized nature of the system.

The purpose of this Special Notice is to announce the VA's intent to negotiate a sole source contract without full and open competition. Contractors are invited to submit responses demonstrating why competition would be advantageous to the government, with all submissions due by 10:00 AM EST on June 10, 2025. Responses must be emailed directly to Divianna Mathurin, the Contract Specialist, and no telephonic inquiries will be accepted. The procurement is set aside for a small business and will be executed against GSA Contract Number 47QTCA23D00BG. The wandering management system features small, lightweight wrist-worn transmitters designed to prevent veterans from wandering by alerting caregivers when a resident approaches or attempts to leave an exit. Market research has confirmed RF Technologies as the sole manufacturer and provider of compatible products like Safe Place, Code Alert, and Help Alert. The installation is planned as part of the Inpatient Ward Renovation project, with implementation scheduled in two phases during July and August 2025.
